The landscape of U.S. power grid interconnection queues has seen dramatic changes over the past three years. This isn't a nationwide uniform trend, as different regions are adapting at varying rates. Cumulatively, independent system operators (ISOs) have significantly reduced their queues, shedding hundreds of gigawatts of proposed capacity. This indicates a shift from simply accepting all applications to a more rigorous filtering process, prioritizing projects based on feasibility and strategic importance.

Unpacking the Surge in Withdrawn Renewable Capacity

A closer look at the capacity that has been withdrawn from interconnection queues reveals a notable trend: a substantial number of solar and battery storage projects, particularly those initiated in 2020 or later, have been removed. For instance, the California Independent System Operator (CAISO) alone accounted for a significant portion of this reduction, withdrawing over 260 GW of capacity from projects that entered its queue within this period. This phenomenon suggests that many projects were speculative, entering the queue without solid development plans, or faced insurmountable challenges in securing necessary approvals or funding.
